Pottermore Confirms Portkey Games As Wizards Unite Game Developer, No Mention Of Niantic Labs

Niantic is not the developer of Wizards Unite. As explained here, Portkey Games is the actual game developer, or better to say, a new label that Warner Bros. Interactive Entertainment is releasing mobile games under.
According to the same post, Portkey Games as a label are here to stay, bringing even more Harry Potter mobile and console game experiences in the future. The games will vary from mobile to console games and feature new and existing characters from J.K. Rowlings Wizarding World.
David Haddad, President of Warner Bros. Interactive Entertainment, shared the following when asked about Portkey Games:
‘With Portkey Games, we are thrilled to answer the fans’ requests for more games inspired by J.K. Rowling’s Wizarding World. We are working with talented creators to build games that focus on player-generated stories, which will live alongside the magical universe created by J.K. Rowling.’
"A company that builds real-world experiences for mobile games" - is the official terminology used to describe Niantic's role in this development. As written here, Niantic is nothing more or less than an AR consultant and (probably) map data provider.
Haddad shared a particularly curious quote later on in the article, important bits are marked bold:
